ANDHRA PRADESH’S INVESTMENT RUSH

From MoUs to Manufacturing: The Real Test Begins After the Summit

By Murthy ASR  |  18 October 2026  |  BIZ MASALA

Andhra Pradesh has announced ₹6,200 crore of proposed projects for the Godavari region, with 18,000 jobs projected. A rare-earth magnet plant adds strategic heft—but success will be measured by capital actually deployed, factories commissioned and workers on payroll.

THE STORY

The headline number—and what it means

At a Kakinada conference linked to the 31st CII Partnership Summit, Andhra Pradesh signed agreements valued at ₹6,200 crore for proposed projects in the Godavari region. The package carries an estimate of 18,000 jobs. These are meaningful signals of investor interest, but they are not evidence that the money has already been spent or that the jobs exist today.

An MoU records intent and a framework. Between signing and an operating factory lie land readiness, financing, approvals, construction, equipment installation, trial production and commercial orders. Announced jobs may include future or indirect employment and should not be reported as current payrolls.

A strategic project inside the package

Nexon Geochem has announced a planned ₹1,250-crore rare-earth permanent-magnet facility in Thondangi, Kakinada district. The company says the plant is designed to produce sintered neodymium-iron-boron (NdFeB) magnets, with planned annual capacity of 600 tonnes. Such magnets are used in electric vehicles, wind turbines, industrial equipment and defence-related applications.

The company describes a phased investment: ₹750 crore in Phase 1 and ₹500 crore in Phase 2. It has also announced direct and indirect employment estimates. These remain company-reported plans; the milestones to watch are financial closure, construction, commissioning and sustained production.

Why magnets matter

India is trying to build a domestic supply chain for a component important to clean energy, mobility and advanced manufacturing. The Union government has separately approved a ₹7,280-crore scheme intended to support 6,000 tonnes per annum of integrated sintered rare-earth permanent-magnet capacity across selected beneficiaries. This policy context makes the Andhra proposal strategically relevant. It does not prove that this specific project has been selected for central incentives.

The regional opportunity is wider than one factory

The wider Godavari package reportedly includes an aviation-fuel project near Kakinada anchorage port and an INCOIS branch proposed by the Ministry of Earth Sciences. These have different sponsors and implementation pathways and should not be presented as a single industrial complex. Port, logistics, engineering services and local suppliers could benefit if projects move forward; actual spillovers will depend on procurement, local hiring and supplier participation.

North Andhra: infrastructure as an investment proposition

Political and business discussion has also highlighted an airport proposal in the Alluri Sitarama Raju region, a proposed data centre at Bhogapuram associated in reporting with Reliance, and a Google-linked AI data-centre plan near Visakhapatnam. These are distinct projects at different stages. Each needs separate verification of land, approvals, power and water requirements, investment commitment and construction progress. A list of proposals is not yet a regional growth model.

The scorecard citizens should demand

The state can make its investment pitch more credible by publishing a project-level dashboard: announced value, land status, financial closure, approvals, construction start, capex spent, commissioning, production and jobs actually created. Each entry should identify the implementing entity, location, timeline and last verified milestone. Direct, indirect and temporary construction jobs should be reported separately.

A transparent dashboard would not diminish summit achievements. It would distinguish projects that are moving from those that remain at announcement stage and help officials resolve bottlenecks before they become abandoned promises.

The bottom line

Andhra Pradesh has an opportunity to turn investment diplomacy into a manufacturing pipeline, particularly where critical components and port-linked industry intersect. But ₹6,200 crore is a portfolio of proposed projects, not completed investment. The test will be visible construction, commissioning dates met, production sold, local suppliers winning orders and jobs that can be verified.
