Surat’s business-politics link is local—and it deserves close scrutiny

The story

A city-specific view of business in politics

National debates often focus on large corporations and central policy. A study of Surat offers a local perspective: which elected representatives list business as an occupation, how networks connect commerce and politics, and how a city’s economic structure shapes those relationships.

In a 2025 article in Commonwealth & Comparative Politics, researcher Pratim Ghosal examines Surat through fieldwork, interviews and election-affidavit information. The paper reports that all ten MLAs elected from Surat’s constituencies in 2012 and 2017 listed business as their occupation; in 2022, eight of ten did so. The author says interviews also pointed to family business connections for two representatives who did not list business as their occupation.

The local economy matters

Ghosal describes Surat’s diamond and textile sectors, community networks and informal economic activity as important to the city’s political economy. The paper argues that these conditions can give businesspeople a route into politics and make some politicians intermediaries between business groups and public institutions.

The case study follows a diamond businessman turned politician whom the paper identifies as Anil Patel. The article describes interventions on issues affecting the diamond industry, including tax policy. These are the researcher’s findings and interpretations based on fieldwork and interviews. The study is not a judicial inquiry and does not establish that any intervention was illegal.

Representation is not automatically improper

Businesspeople, like other citizens and associations, may advocate for policies that affect their livelihoods. The reporting question is whether a particular public decision was made through a transparent process, whether competing interests were heard and whether a decision created a documented private benefit. A politician’s business background alone cannot answer those questions.

The paper’s value is to show how networks may work at city level and to identify leads for further reporting. It does not prove that every business-politician relationship in Surat is corrupt, nor that patterns found in Surat apply across India.

The records needed for a deeper investigation

Each policy episode needs its own documentary trail: the relevant government order, dates and participants in meetings, the position taken by business associations, the final decision and any measurable effect on firms or workers. The elected representative, department, association and affected workers should all have an opportunity to respond.

That approach would let the series distinguish lawful representation from preferential treatment. It would also bring workers into a story often told only through the wealth of politicians and business owners.

What the evidence establishes—and what it does not

ESTABLISHES  The researcher documents a strong presence of declared business backgrounds among Surat’s MLAs and describes political mediation around local business interests through fieldwork.

DOES NOT ESTABLISH  The study does not prove that all business-politician relationships are corrupt, or that a specific policy change resulted from an improper bargain.
